WALKER is, on the surface level, exactly what you expect it to be: a walking simulator.
It is intended to be as simple as possible for uninterested people, with simple interactions and intuitive controls. For those who are more interested in the world the game takes place in, though, there is a lot more to discover and do.
The game is most definitely not the only one of its kind. A great example is Hendecad, which has way more content and is definitely way more thought out compared to WALKER, yet still follows the same gameplay loop of walking and looking around and not doing much else. If you enjoy WALKER, you should definitely check it out!
WALKER was made to be as optimized as possible. Unfortunately due to the optimization-related limitations of the Godot game engine, which is what WALKER is made in, it cannot run on every piece of hardware, but it has been tested on incredibly bad hardware and still ran at around 30 FPS, which for WALKER is good because the intended framerate is 24 FPS.
WALKER was also made to prove a point: games can be good despite them being intentionally low-quality (which has been proven before, see Cruelty Squad). What was attempted with WALKER was to make a game with as many low quality assets as possible, while still making it feel "real" and enjoyable.
The default cap of 24 FPS was chosen to further improve the low-quality feel of the game. Everything is tested on both capped and uncapped framerate so there's no need to worry about anything going wrong with high framerates.

I don't like gatekeeping information and I understand that it's complicated to fully understand everything that I put out for the game. I would always rather let people figure it out for themselves, but if anything is too complicated to understand or you're just curious if a theory of yours is correct, you can always contact me and I'll do my best to answer in a way that'll help you understand.

WALKER is currently developed on a custom version of the Godot Engine's version 3.5.3. This includes some fixes that are included in Godot 3.6, and some changes to prevent easily decompiling the game and getting its assets.
The game was not always on this engine version though. It started out on an unmodified Godot 1.0, but this didn't last long as this version of the engine kept failing on the most basic things. The game was then updated to a modified version of Godot 2.1, with the previously mentioned security patches that prevent the easy decompilation methods.
The first released version of the game was running on Godot 2.1, but having too many issues, it was updated to Godot 3.5.3 which was more stable and a great version for WALKER to run on.
There are plans to update WALKER to Godot 4.0, but because of the many changes done to the engine between 3.x and 4.0 this is very unlikely to happen.
Natively, WALKER supports only Windows, but you can run the game on Linux and macOS using Wine.
In the future WALKER might get a native Linux build, but unfortunately macOS is completely out of the picture for native builds.
